Helen Waters Silvia is a respected leader at the intersection of housing, homelessness, and gender-based violence in Australia. She is Director of Service Delivery at YWCA Australia, a national organisation driving gender-responsive housing and homelessness solutions.

Helen was appointed as an independent member of the National Housing Supply and Affordability Council in 2023 and has held governance roles across national and state peak bodies in homelessness, domestic violence, and family services.

For more than 25 years, Helen’s work has focused on improving systemic responses so that services and systems better meet the needs of women, children, and marginalised communities. She is recognised for advancing service innovation, translating policy into practice, and fostering collaborative partnerships that drive meaningful change.

Helen lives on Gundungurra and Dharug Country in the Blue Mountains, NSW.
